Congress – Senate Committee voted to advance a cannabis bill – The Secure and Fair Enforcement Regulation Banking Act – SAFER Bill –
Now this bill moves to the Senate Floor
House committees have voted on Safe Banking Act – and was never given a vote on the house floor.
This announcement had some cannabis stocks rise 1-3%
Next this has to go to the Senate Floor and Pass – then the house and pass and then would go to the white house for Biden to sign.
There have been other bills – safe banking and others – and none went to a vote on the floor.
Durbin and the Credit Card Competition Act –
MasterCard finally spoke up and sent a letter to Senators and Representatives.
Electronic Payments coalition – has been in the battle – with Keep your hands off our rewards and getting consumers and businesses to oppose the CCCA –
Visa and Mastercard both spoke Wednesday on the Senate Floor.
This bill makes no sense – Durbin has had since 2010 to get a 3rd network and no business has stepped up to be the 3rd network – this action failed in Europe and Australia
The result of passing credit card caps on interchange had done away with rewards, cash back etc in Canada, EU and Australia
Now in Canada most people pay with Debit – same In EU and AU –
Credit cards are impossible to get – and buy now pay later was born in Austraiia as a word around to the public having the lack of credit card options
In the EU – there are a few companies that offer buy now pay later to help businesses – because of the lack of credit there as well.
Square had an outage that lasted almost 2 days
Jack Dorsey is taking the company back over – and restructuring sales
And adding more services to the Square – Block offering
They want to focus on larger clients – the issue they will face is that there will be margin compression
Because larger companies will want cost plus pricing not the usual pricing from Square –
X is trying to be a payment app – Elon Musk going out and getting money service license in a few states in preparation for this – paypal like service
Chase Bank – Banning Crypt payments in EU and its rumored to be coming to the usa as well
Binance shut down it’s crypto payment services
FTC going after Amazon – saying they have a monopoly on how people pay during checkout.
Amazon is going to fight this -
Paze a service by Zelle to help make e-commerce payments more secure – by using texts to confirm the card holder has delayed the launch until 2024 – maybe quarter 2

Southeast Acquirers Association, Incorporated, is a non-membership, 501(c)(6) trade association. SEAA was formed in 2000 and produced the first SEAA Annual Conference in 2001. Since then, SEAA has hosted thousands of industry professionals and presented hundreds of hours of education networking with the top vendors in electronic payments.
Sunday night: We had some nice entertainment at the hotel – got to meet up with many old friends at the event every year.
Shoutouts – Dale Laszing from the GreenSheet, John Shipley, Jamie Garfield, John McCormick, Sonny Wooten, and the rest of the board members of the SEAA!
Monday: Demo day and in meetings, we looked at some new technology and software and met with and possibly new vendors.
New and exciting technologies always appear on the scene; we take our time to evaluate each one and then do a test before we get knee-deep into something.
The exhibit hall has over 130 vendors – to speak with, network, and have food, drinks, coffee, and snacks.
A lot of talk about Self-Serve Kiosks, Robots for restaurants, and electronic signage where business owners can make a monthly income from that. – Everyone is talking about cash discount and merchants paying 0%.
On Tuesday: We had the keynote speaker, and there was a tribute to Derek Vowels, who recently passed away – he was president of the SEAA for several years, and Derek and I worked together as he was employed by a few vendors that we work with.
The main speaker was Mark Walberg – many people thought it was the other Mark Wahlberg – the famous actor and he really played it off with pictures.
Marks’ story was quite interesting – currently, he is the host of the show Temptation Island – one of my favorite reality TV shows – after a busy day nothing like watching a show that is entertaining with dating drama –
Mark's talk was about how he was able to connect with people, and that has been part of his success.
He spoke about Quitting:
Q - Quit – Get quiet and label your feelings
U – Unplug – from that feeling for 10 minutes
I – Instead - do anything that brings you joy
T -Trust – that you’ll forget to go back and worry
He also talks about service – we are in a service industry
We are the best version of ourselves when we are IN SERVICE TO OTHERS

Then he spoke about making presentations:

It was cool to meet Mark, speak with him and his wife later in the day at the cocktail hour, and share a laugh about all the reality tv shows – I recorded the show's first episode already.
Later that day, we attended – lunch sponsored by American Express – shout out for having vegetarian options –
We attended several breakout sessions – they were talking about software and referral partnership, and the last one was about Banking as a Service – which we are exploring because this is a service that merchants are definitely leaning towards.

Subscriptions, Recurring billing, and Memberships get a gut punch from the FTC.
The FTC – Federal Trade Commission has proposed a requirement for having a “click to cancel” button available on websites.
Making it as easy to cancel as it was to sign up in the first place.
Visa and MasterCard issued a rule – mandate on this back in 2020 – and went into effect in June 2022.
Here is how it affects businesses:
If you do NOT have a cancellation button on your site – cardholders can charge back up to 3 payments usually – the cardholder’s bank – card issuer will automatically do this. Now merchants can fight that if they can prove the customer did use the services and has proof and only lose 1 chargeback.
If you have a cancel button – then it's limited to one chargeback.
What can and what should merchants do?
Have a cancel button.
Enroll in RDR – rapid dispute resolution – cuts down on chargebacks.
Cancel customers who are not logging in at least once each month or send them an email.
Businesses will complain about this as they are losing revenue – but if the FTC rule kicks in – they could get hit with a ton of fines for not complying.
In 2020, a new Visa mandate went into effect that changed the rules of subscriptions. Merchants must allow customers to cancel online, notify them before each payment is processed, and link to the cancellation page in these notifications.
Full coverage of this mandate can be found here, but here are the key points:
Merchants must provide a digital receipt when a customer enrolls that includes the agreement terms, timeline, and amounts for future payments.
Customers must be able to cancel their subscriptions online, even if they didn't enroll online.
The billing descriptor for recurring charges must clearly indicate the merchant and what the charge is for.
The customer must be notified by email or text message at least 7 days before a free trial period ends, and this notification must include a link to the cancellation page.
Mastercard created changes to its rules with largely similar requirements. The last of these changes, which implements the rule about informing new customers about the timeline and amount of future payments, will go into effect on June 9th, 2022.

What is going on at PayPal, Stripe, and Square?
So there is a buzz about the following.
All 3 companies have a new policy
Processing fees will no longer be refunded to your account when you issue a full or partial refund to your customers.
They are all doing this to match industry standards.
What is the industry standard?
If you are using a Payfac – like PayPal – stripe – square etc. – they are a payment facilitator, and they are the merchant of record – you do NOT have a merchant account.
When you process a transaction it is authorized and settled.
If you have a merchant account:
Transactions are authorized and settled – ONCE DAILY
So if you make an error – charge someone $100 instead of $10 – you can void the transaction.
Or a customer pays an invoice and overpays by mistake, uses the wrong card, or cancels an order from your website – you could VOID that transaction because it is in the same batch.

Visa, one of the largest credit card companies in the world, recently announced a series of changes to its fees and policies that are having a significant impact on small businesses in America. These changes include new fees for certain types of transactions, as well as new rules around chargebacks and fraud. In this podcast episode, we'll explore how these changes are affecting small businesses across the country, and what steps they can take to mitigate their impact. To start, we'll provide an overview of the changes that Visa has made to its fees and policies. According to Visa's website, these changes are designed to "better align Visa's fees with the value delivered to clients and the costs associated with providing Visa products and services." One of the biggest changes that Visa has made is the introduction of new fees for certain types of transactions. For example, merchants who accept credit card payments from international customers will now be charged a fee of 1.5% for these transactions. This is in addition to the standard interchange fee that merchants already pay on all credit card transactions. Another change that Visa has made is around chargebacks. Also, this could encompass non-disclosures and more - let's hope this stops the nonsense about stopping people from working in an industry - business owners need their secrets and customers protected.

This could cause an issue in states like Delaware, Wyoming and Nevada, and a few others that do not disclose ownership on corporate documents that are available to the public. The exemptions always puzzle me as they say companies with 20 or more employees or $5m in revenue don't have to comply - that's just wrong. Could everyone please do it?
