秋のハロウィーンと年越しの時期に限り、東京・渋谷の路上や公園での飲酒を禁じる条例が十九日、東京都渋谷区議会で賛成多数で可決、成立した。施行は二十日で、罰則はない。
禁酒となる時期は、ハロウィーンが十月三十一日の当日と翌十一月一日に加え、十月二十四~三十日の金曜~日曜。年越しは、大みそかと元日の両日。地域は、センター街など渋谷駅周辺で、細かな住所を規則で定める。
An ordinance banning alcohol consumption on the streets and in parks in Shibuya, Tokyo, during the fall Halloween and New Year's Eve period only, was passed and enacted by a majority vote at a meeting of the Shibuya ward assembly in Tokyo on November 19. The ordinance will come into effect on December 20, and there are no penalties.
The prohibited periods are the day of Halloween (October 31) and the following November 1, as well as Friday through Sunday, October 24 through 30. New Year's Eve is on both New Year's Eve and New Year's Day. The area is around Shibuya Station, including Center Street, and detailed addresses are defined by the rules.

Japan’s Minister of Health, Labour and Welfare has approved the kick-off of Pfizer vaccine in Japan despite the government skipped third phase clinical trials.
Pfizer released the statement saying prior samples from clinical trials from the world, proved the vaccine is safe for Japanese too.
The health minister Norihisa Tamura says standard syringes in use in Japan are unable to extract the sixth and final dose from each vial manufactured by the US drugmaker.
Japan secured 144 million shots of Pfizer vaccine equal to 72 million people, however the syringe problem potentially waste 1 in 6 shots, according to Kyodo news agency.
Tamura says the syringes used in Japan can only draw five doses, but they will use all the syringes they have that can draw six doses, but it will, of course, not be enough as more shots are administered.

A day after the Times UK’s report titled “Japan looks for a way out of Tokyo Olympics because of Covid,” the head of Japan’s Olympic committee, Yasuhiro Yamashita says the rumour is wrong and ridiculous.
An anonymous source told the Times that the Japanese government has privately concluded the cancellation of the event.
On Friday, Yamashita said, we are planning how to hold a safe and secure Games in great detail, working closely with the International Olympic Committee and the World Health Organisation.
International Olympic Committee President, Thomas Bach said there was "no Plan B" for the Olympic games.
IOC has the decision on the games whether to go ahead or not, but it is possible to be cancelled by the organisers such as the Japanese government, TOC and JOC.
Earlier, Yamashita was asked how he planned to communicate with athletes about vaccination.
He said it’s a decision for the government to make. It’s not for the JOC to decide, adding that he couldn’t give a definitive timeline given that the vaccines were not being distributed yet.
World’s eyes are closely watching the organisers’ comments on the games holding within six months. Is it feasible for the Tokyo Olympics to take place?

Prime Minister Yoshihide Suga says the position as vaccine minister was filled by Taro Kono whose currently assigned for administrative and regulatory reform minister, will take on the additional role of overseeing vaccine distribution.
Suga plans to launch the vaccination program by late February, using the Pfizer-BioNTech vaccine, despite reported deaths in Norway.
Health minister Norihisa Tamura said earlier he’s hoping Pfizer vaccine will be approved by mid-February under an accelerated process.
People older than 65 and front workers will be vaccinated, followed by people with 14 types of underlying health conditions including chronic respiratory diseases, cardiac diseases, diabetes, obesity and cancer.

A new report predicts Victoria's economy will make the fastest recovery in Australia despite last year's covid lockdowns.
Victoria was poised to take the biggest economic hit from the covid-19 pandemic. However, the latest business outlook from consultancy Deroitte Access Economics tips that Victorian economy could rebound faster than expected. The report estimates economic growth will hit 5.4% this year ahead of QLD at 4.7% and NSW at 4.2%, meanwhile the latest data from the Australian bureau statics also shows positive signs of recovery with more than 150,000 victorians finding work in the last quarter of 2020.

Prime Minister Yoshihide Suga plans to legislate fines and prison sentences for people not complying with COVID-19 preventive measures, while there are concerns of infringement on personal freedoms.
Last Wednesday, Japan recorded the total of 300,000 cases despite the government expanded the state of emergency beyond the Tokyo metropolitan area to Osaka and other prefectures.
Suga administration submits the proposed revision in the regular Diet session starting this week, those refusing to be hospitalised face a maximum fine of ¥1 million or a prison sentence of up to a year.
People refusing to answer or giving false information to health authorities tracing close contacts could be given with a maximum fine of ¥500,000 or jail time of up to six months.
The Health, Labor and Welfare Ministry has held a meeting to discuss a proposed revision to the infectious disease law. At the meeting, health experts approved the plan but warned the government to be cautious in giving out punishment.
Government is also expected to revise the special measures law on the coronavirus that enables the government to fine businesses failed to comply with its requests to shorten their operating hours or temporarily close.
Under the proposal, businesses in prefectures under a state of emergency is given a fine of up to ¥500,000.

Yesterday Japan recorded 6,000 coronavirus cases. PM Yoshihide Suga is expected to declare state of emergency to Tokyo and 3 surrounding prefectures later today. On Wednesday Tokyo recorded about 1,600 cases, with over 100 patients in serious condition. Saitama and Chiba confirmed about 400 and 300 cases, respectively. The governor of Aichi, Hideaki Omura says he may ask the state to put the central prefecture under the emergency declaration, while Aichi has recorded about 360 cases. Osaka and Fukuoka recorded 560 and 316 cases. These prefectures are not included to the planned state of emergency. The coming state of emergency will be in place until the early February. Under the declaration residents are encouraged to stay home, restaurants are told to close by 8 pm, but no fines applied.

The financial damage to the local infrastructures and about 4,500 damaged properties, is estimated at ¥533 billion, but people’s lives.

That scheme is now in full swing after the first international flights arrived yesterday. There is a daily cap of 160 arrivals, although that number can be averaged out across a week. Some GPs working at the 11 CBD and airport hotels will continue treating their usual patients at the same time after they pushed back against state government demands to work exclusively in the hotels. Police Minister Lisa Neville, who is responsible for the program, said precautions would be taken to ensure the doctors posed a minimal transmission risk.

Earlier, considering the further damage on its economy, Japan announced the easing restriction for all non tourist from October. This allows international students, foreign residents and athletes to enter Japan on condition of 14-day quarantine period upon arrival.

Yesterday, police arrested 10 people in Hong Kong under a new national security law. The purge has begun with the media owner of Apple Daily, Jimmy Lai. His company’s senior executive Mark Simon said in a tweet that "Jimmy Lai is being arrested for collusion with foreign powers at this time.” On that night, 23 year-old activist, Agnes Chow was detained by police. Later a statement was posted on her Facebook, says she was arrested over “clouding with foreign forces,” under the National Security Law. President of Taiwan, Tsai Ing-wen showed a disappointment over the surge in Hong Kong, saying the arrests “further eroding Hong Kong’s freedom of the press, rule of the law, human rights and democracy.” This comment came after the meeting with a high-profile US figure visiting Taiwan.
—When did this diplomatic relationship start between US and Taiwan?
Since 2018, US has embolden the tie between Taiwan by introducing acts such as Taiwan Relations Act and Taiwan Travel Act. Plus, Taiwan is buying military equipments from US over the decade.
Yesterday, US health secretary, Alex Azar, has met Taiwan’s president, Tsai Ing-wen for the meeting over the response to the COVID-19 crisis while Taiwanese airforce detected unknown fighter jets, allegedly from China, at the Taiwanese side of the border.
BBC reported that Azar stated “three overarching themes” for the visit.
“The first is to recognise Taiwan as an open and democratic society, executing a highly successful and transparent Covid-19 response,” he said.
“The second is to reaffirm Taiwan as a long partner and friend of the United States.
“The third is to note that Taiwan deserves to be recognised as a global health leader with an excellent track record of contributing to international health."
Despite the successful handling on COVID-19, Taiwan is not a member of WHO. In response to the meeting, President Tsai posted on Twitter.
“Working together, we can prove that democracy is the best system to overcome global challenges,” she said.

Yesterday, a massive explosion wiped at least 135 people and injured 4,000 others in Lebanon’s capital city Beirut. Many of you would’ve watched the blast on social media or TV. I see media sort of creates contrast between this blast and Japan’s atomic bomb in Hiroshima.
There is a reason behind the juxtaposition. Today is the 75th anniversary of the Hiroshima’s atomic bomb. UK based news Dailymail reported the blast was a fifth size of a nuclear bomb called “Little Boy” was sourced from the local media in Lebanon. BBC reported that specialists at the University of Sheffield in the UK estimate that the blast had about one tenth of the explosive power of Hiroshima. There are many assumption on the impact of the blast. As far as I researched, it is about 10-20% of the Hiroshima’s atomic bomb “Little Boy.”
I think the awareness of the use of nuclear weapon is very important. But, it is inappropriate comparing between the nuclear weapon during the World War Two, and a potential miss-management of the chemical. President Michel Aoun said the blast was caused by 2,750 tonnes of ammonium nitrate stored unsafely in a warehouse. "We leave it to the experts to determine the reasons," he said.
Coming weekend, in Japan, people remember the impact of atomic bomb in Hiroshima and Nagasaki during the WW2. This year, is the 75th anniversary of the incidents when Japan was an enemy of the world. This year, the size of ceremony will be smaller than usual because of preventing the COVID-19 in the city. I will prey, as I do as part of my morning routine, for ancestories and victims.
Meanwhile, Carlos Ghosn was on trend in Japan’s Twitter. Brazilian newspaper O Estado de São Paulo reported, Carlos Ghosn and his family are reportedly safe. The overall purpose of the hearings was to determine whether the companies had too much market power. For instance, the treatment on startups was the subject over the violations of antitrust law. In response to the
buyout of Instagram as a possible strategy to take out a nascent competitor. Zuckerberg said that, in fact, Instagram’s success had never been guaranteed and was the result of Facebook’s investment in the product. None of the startups can beat the giants on the traditional money game, monopoly. On Friday, Donald Trump said that he planned to sign an executive order to ban TikTok in the US. The video sharing service has 80 million active monthly users. On Monday, Human Rights Watch published a study which showed child athletes in Japan have suffered physical, sexual and verbal abuse from their “inadequately trained” coaches. The report “I was hit so many times I can’t count” includes 800 former child athletes, including Olympians and Paralympians, with many suffering from depression, physical disabilities and lifelong trauma as a result.
UK said the government was needed to take “immediate action” in response to the Intelligence and Security Committee's report into Russian interference. ISC member, Stewart Hosie, told reporters the government "took its eye off the ball, because of its focus on counterterrorism.”

In the far east of Russia, thousands of protesters marched for the jailed governor of Khabarovsk, Sergei Furgal who is remanded in custody over the alleged murder 15 years ago. Furgal defeated the candidate of Putin's United Russia party in elections two years ago. Estimates by regional media and opposition put the number of demonstrators on Saturday, at between 5,000 and 40,000, BBC reported. Victorian government's used police force to operate "hard lockdown" on public housing among the hot spots of coronavirus outbreak. The premiere Daniel Andrews announced the "hard lockdown" last Saturday and is affecting 3,000 residents. Tokyo Disney Resort revealed its re-opening plan from 1 July, which follows the strict procedures in order to prioritise “the health and safety of guests” within the amusement park.
This guideline is serious. It has 12 chapters throughout 9 pages. It says about precautions against COVID-19. But, unintentionally, it’s funny. There is a line about not touching characters like Mickey mouse and Winnie the Pooh or whoever. But, how do you prevent bunch of kids rushing to the adorable characters? The characters can’t say anything nor knock off kids. It’s a scary job that actors are exposed to the risks of getting virus, but not be able to scream nor sped off. The guideline just says that they work carefully on that situation.
Universal studio Japan reopened this month and apparently circle around characters and asking guests not to get in there.

Since last weekend, a word has been on Twitter’s trend in Japan. #警察庁法改正案に講義します which means in Japanese “I oppose the revision of the public prosecutor’s office law,” has posted or retweeted over 3.8 million times. People are still posting with the hashtag even after a week of online protest. Not only media outlets put opposite views on the law, but the biggest lawyer union and the opposition leaders in the parliament. This week, most likely the leading party would pass the law in the parliament and the alleged Abe cabinet’s illegal decision would be legitimised. There are more to talk about how the prosecutor matters to Abe and why the cabinet decision has such a power when it comes to the politics. During this pandemic, the country is in confusion, the government is thinking of self-interest. Politicians are fur from “modest” which is the country’s reputation on people. Last night, Japan, finally, declared the state of emergency on Tokyo, Osaka Fukuoka and the other four prefectures due to the impact of coronavirus. PM Abe urged residents to stay home to protect their lives and announced the “significant” reduction of social interactions. “In two weeks, the numbers of increase peak and the numbers will be decreased if the contacts between person to person was cut at least 70-80%,” he said. To prevent the spreads of COVID-19, the restrictions on people’s mobility and social interaction is inevitable as countries around the world followed the WHO’s health advice. However, he said there is no necessary to shut borders. “This emergency declaration is not like lockdown in foreign countries. That is clear. From now on, public transportation such as train and bus will run. Roads will not be closed that is unnecessary to do according to the specialists” Japan Times reported “Even under a state of emergency, prefectural governors do not have the legal power to enforce extremely restrictive actions and cannot lock down cities like in the U.S. or Europe” -------------------------------------------------------------------------------------- I've been telling my friends and family not going out. Although the restrictions on people’s mobility and social interactions are very very important, the government took the situation lightly. So, this underestimated decision would costs lives. Though the government have no intention of lockdown, the situation in Japan is similar to stage 1 of lockdown in Victoria. Remember, we were allowed to do anything during the strong warning from the premier. Japan Times reported, “The declaration authorises the governors in the seven prefectures to request that residents stay home except for essential tasks, such as grocery shopping and seeking medical care.” We’ll see how strict the Japanese are in the rules. People are allowed to go out for two essentials tasks: grocery shopping and seeking medical care. According to the medical chief who joined the press conference with the PM, the other prefectures did not leach to the emergency. That is why they are excluded. The number of patients was doubled over a week, 3,906 cases were confirmed on Tuesday. -------------------------------------------------------------------------------------- Today, Tokyo confirmed more than 140 people in a day which recorded the highest number per day since the outbreak. Reuters reported that he dodged questions about whether any of the leaders had brought up the possibility of postponement. That is true to say the postponement is good for the health of the athletes due to the Coronavirus outbreak on the global scale. Both Tokyo and Japanese Olympic Committee established a point when the city was chosen for it. That is “Athlete first. “ As I kept saying the olympic should be held next year for all good to athletes since the outbreak of the virus. This late decision of the postponement was resulted from the hypocrisy of the committees. Obviously, there are many ugly fights behind the committees. Lifetime employment is common among big companies which rarely lay off employees. The system rely on companies’ economic growth. However, these days, big companies such as Toshiba and Fujitsu, laid off a huge number of employee. Most of the workers leaving jobs, are too old to get a new casual job. So they may as well, live on welfare which is covered by tax. Otherwise, they have to survive on the road. We have a high standard of life expectancy among the other OECD country. Not only because of our diet, but the health-care system. 5% of your salary goes to the public health insurance, it covers 70% of your medical bills. Let’s call this “worker insurance”. If you are not employed, you are suggested to register on national health insurance which is basically same as worker insurance. When you get older, you need more and more medicare. This year, nearly 30% of our population is 65 or over. Population is lightly declining in Japan. According to the CNN, the rate may soar up to 40% in 2065. And the 124 million population would drop to 88 million. If people retire their job at 65, all of the sudden, country’s 40% of people may have to rely on pension. According to the Japan times, the cabinet of minister approved the bill to urge businesses to let employees work until age 70 as the country seeks to expand the working population to cover rising social security costs amid the rapid graying of society. The problem is decreasing population as well. The ministry of health, Labour and Welfare published a report says Japan recorded the lowest birth rate last year. The pension system will not break apart abruptly, but it will. Especially, the people in mid 40s might not get a same amount of pension that 70s receive now. Gradually, poverty is squeezing the country’s neck. There are many elements such as homelessness, working poor and non-regular employment. What do you think about the age limit? When should it be? This idea of extending the age limit create opportunities to workers who are willing to work until 70. But, actually, you can work after the retirement without the age limit. That was the miscalculation, and simply was exaggerated. However, if you thought you can live on pension. That is wrong. Pension is just an insurance for people who didn’t have enough funds to live. If you have plans after the retirement, you have to earn money by yourself. Unless you never get tired if you work as hard as your prime age. If you work voluntarily more than 10 hours a week, you should consult with your supervisor. Sustainability in your work reduce so much stress. It is advised to hire a financial consultant to keep eye on your spending. I recommend at least 20% of your income should be saved. Think further than your imagination.

The world is watching HK’s protests. Since June, people are accusing government of disbelieving its citizen. Protesters were asking 5 demands: one, the bill must be withdrawn; two, the chief executive must resign; three, the government must retract its characterisation of the violent clashes as “riots”; four, there must be a full independent inquiry into the actions of the police and; five, everyone arrested in respect of the clashes must be unconditionally freed. Chief executive Carrie Lam announced “The bill is dead” on July 9th after a month of protests. However the extradition law might be reopened unless it is withdrawn. In the future, anyone could be detained by police in HK if the extradition bill would exist. Last week, leaders of former democratic group Scholarism which lead Umbrellas movement, Joshua Wong, Agnes Chow and Andy Chan was arrested for unclear reason. Joshua had only been released from jail last June. The controversy extradition law enables Chinese authorities to send people to china from Hong Kong for hoax charges. First demand must be made. Carrie Lam confessed her secret plea of resignation. Today, an audio relate to Carrie Lam was leaked. It was obtained by Reuters. It is said she would quit if she had choice. She sounds full of emotion. But, very same day, she made a public comment of denial about resignation and showed a disappointment to the informer of this audio. This political strife will make another disbelief in Hong Kong’s government. In my view, there is a huge structural problem. Lack of communication between protesters caused this huge political mess in Hong Kong. Last night’s ABC TV program “four courners” was about Hong Kong’s protests. Program interviewed one of the senators of Hong Kong government. He claimed protests have no leaders. But, the Interviewer returned “Because the police arrest them?” As I explained, Hong Kong’s police catch protest’s leaders for no reasons. Government and citizens are escalating tensions. It seems there are no representatives of these democratic actions. The last demands are not likely to be wished. Since June, more than 1,000 people were arrested for public disorder or whatever reasons. Hong Kong’s police launched various weapons to hurt its citizens in spite of protester’s peaceful demands. It is said, the police have tried not to drag on protests like 2014 umbrella movement. Police HQ claimed some of the protesters as riot at very first weekend to excuse themselves using weapons. Pro-democracy MP Fernando Cheung was trying to stop protesters breaking into the parliament on July 1st, 22th anniversary of the island handover. He said ”To much suppress the public supports were there even after they stormed into the Legislative Council building. This slogan of not being divisive and that we stay together whether we are the peaceful ones or the more radical ones, we stay together in the movement, seems to be working.” He said in the four courner’s interview. Violence met a public understanding in this movement. You cannot be optimistic about Hong Kong. Recent HK’s protests are showing firm ties between protesters and civilians. More and more civil workers showing supports to them. We are watching revolutionary movements in Hong Kong’s protest. Hong Kong’s people are fighting for their future and freedom. Donald Trump is seeking another presidential term. However, there were tensions between two countries for long times. So, I would say the trade war was inevitable. Seems like Japan picked a fight with South Korea. On August 2nd, Japan remove South Korea from “WHITE LIST” out of 27 other countries which have Proper Controls and carry out Sensitive Items like Military Equipments. Japan alleged that South Korea shipped these items to third countries like North Korea and Middle Eastern countries. Except the Japan’s official’s statement, no evidences were shown by them. Japan tighten the shipping of three chemical products which South Korea desperately needs for semiconductors and flat panel screens used in TV and Smartphones. Japan shares 90% of the two of chemicals. On August 22nd, South Korea said it will scrap an intelligence-sharing pact GSOMIA that enabled Japan to get accurate informations about North Korea’s missile from South Korea. It helped making an announcement of evacuation to Japan’s citizen quickly and made a tie between two countries’ military. That’s the mental break of the cancer. It comes suddenly. People should have the open conversation over the cancer, not only the new medical solution. Today, I picked up the news about the English education in Japan. If you think raising kids there or currently have kids, you must listen it. Every April for sixth-graders and third-year junior high school students is aimed at measuring students’ basic knowledge of mathematics, Japanese and their ability to apply those skills to solve complex problems. Starting this year, the ministry included English in the assessment for junior high school students, in line with the government’s plan to improve students’ abilities in the language. The test results were disclosed last Wednesday. The Japan Times reported. The English test measures students’ speaking, listening, reading and writing skills. The average score of 68.3 percent in the listening section and 56.2 percent in the reading section. But they scored only 46.4 percent in writing and 30.8 percent in speaking. When I was a third-year junior high in 2008, I had this test time first time in my life. Teacher told us not to study in advance. They explained that it doesn’t affect our score in the school. I was in the public school then, and I was studying at the clam school after school. Neither of them have a writing nor speaking test. According to the Japan Times, In the speaking section, many students struggled with improvised speech on randomly chosen topics. In the writing section, many students had difficulty using their vocabulary and grammar skills or struggled with writing coherently, the results showed. For example, only 1.9 percent of students answered correctly when they were asked which of two pictographs best symbolizes a school and explain their decision in 25 or more words. “The test results confirmed that students have poor communication skills — in both writing and in conversation. … And we take it as reaffirmation of what has been long deemed a problem in English teaching in Japanese schools,” said Takeshi Hayashi, an official in charge at the education ministry’s National Institute for Educational Policy Research. But Hayashi has high hopes that such problems will be addressed with the introduction of a new curriculum for junior high schools beginning in 2021 in which more focus will be put on speaking and writing. “Previously, English was only taught as an official subject to grades five and six but from 2020 this will extend to include third and fourth grade classes for primary school, as well.” Liam Carrigan wrote in the Gaijin Pot. “The new textbooks are titled We Can (for grades five and six) and Let’s Try (for grades three and four). The number of the seats didn’t make a radical change. But, the coalition couldn’t leach the two thirds of the seats which allow them to change the article in the constitution. Let’s look at the blight side. First openly gay politician won the seat. Taiga Ishikawa is the 45 years old male. In Japan, gay marriage is yet illegal. If you have the TV in your property, you need to pay the certain amount of the money to the NHK staff who ask for the fee door to door until you pay. The Japan’s Broadcast law require you to pay the money. So, is the NHK worth paying? I don’t think so. Japanese love watching TV more than any other country. Here is a survey that shows average TV consumption by country. Japanese people watch TV 262 minutes per day. America, Poland and Japan is the third on the list. That system use facial recognition which allow them to score its citizens based on the behaviour. South China Morning Post reported, High score citizen have various awards like bank loan concessions, free-medical check ups and free water. The guardian said, Social credit offences range from not paying individual taxes or fines to spreading false information and taking drugs. The definition of false information is selective. If you blog or tweet something against the violation, you got detained. Authorities have previously used blacklists to limit the travel of some citizens, but the social credit system appears to have expanded the practice. China’s supreme court said in 2017 that 6.15 million citizens had been barred from taking flights because of social credit offences. The scores limit the access to the high-speed train airline tickets. Careful what you comment about communist party. Recently, ABC Australia’s program Four corner reported the discrimination in Xinjiang northwest of China. Minority Muslim community has been detained by the police to the re-education camp. A man called Shinji Aoba suspected of torching an animation studio last Friday. 33 people were murdered and 10 people are still in heavy injury in hospital. It marks the worst mass killing since a suspected arson attack in Tokyo killed 44 people in 2001. This was totally mental. Why so many people were trapped in the building? The building did not have any sprinklers or indoor fire hydrants, though it was not legally required to by the fire code, a Kyoto Fire Department official said. Kyodo News reported that 19 of the 33 who died were found on a staircase leading up to the roof from the third floor, with bodies piled on top of each other. Firefighters arriving soon after the fire began found the door to the roof was shut but could be opened from the outside, Kyodo News stated. Many people tried but failed to escape to the roof, fire officials said. Experts say they believe many died of carbon monoxide poisoning. The survivor, who was working on scenery and background on the second floor, said he first heard commotion downstairs and a female voice screaming. Then a loud explosion followed by a colleague running up the stairs, shouting "Fire!" An alarm went off. "A black mushroom cloud billowed up the stairs, perhaps within 15 seconds, then everything went black, like pouring black ink all over the place. I couldn't see anything," the man told NHK public television on condition of anonymity. He said the building quickly filled with "diabolical smell, something that would kill you if you breathe in once." He ran out to a balcony. "I had to decide whether to jump and get hurt, or die in the smoke," he said. Hot air right behind him, the animator jumped with several others. He ended up with an injured arm. The suspects Aoba arrived carrying two containers of flammable liquid, police said, quoting witnesses. He entered the studio's unlocked front door, dumped the liquid using a bucket, and set it afire with a lighter, police said. The suspect is the residence of Northern Tokyo. Nippon TV said He "seemed to be discontented, he seemed to get angry, shouting something about how he had been plagiarised," a woman who saw the man being detained told reporters. Police identified the suspected arsonist as Shinji Aoba who was taken into custody soon after the incident, NHK said. Japan’s architecture are known for the earthquake resistance. In this case, the building was vulnerable from the fire. When the big earthquake hit Osaka in 1995, the second biggest cause of death was fire. On Tuesday, Carrie Lam made a speech about the conspiracy extradition law “is dead”. But, the protest is still going in the town. What is the protest’s call for this. “Withdrawal” Carrie Lam didn’t say that, it means, there is a possibility that they will resume the process of making it happen. The bill has been discussed in the parliament since the incident happened in Taiwan. A couple went to Taipei for a holiday for about a week. Only the boyfriend came back to Hong Kong. After a while, he confessed the murder of his girlfriend. Hong Kong police couldn’t sent him to Taiwan because there was no extradition agreement between two countries. Some how, this extradition law allow china to send the Hong Kong’s citizens to China. Under the “One country, Two system” rules, Hong Kong peoples should be protected from Chinese Government’s power by its country’s law. Here is my personal opinion about this protest. It started peacefully with a thousand and millions people who deeply concerned about the future of Hong Kong. Hong Kong’s people especially young generation are joining it. It was growing bigger and bigger. Brave group of lawyers marched through the city to the legislative council where the all responsibilities of this extradition bill. The police tried to control the crowds using the tear gas and rubber bullet. Police official and Lam pointed out they are riot. Those weapons even hurt some journalist in the front line. I think that was the point the world started watching this incident seriously. Is there any police in your country, point the gun to its citizens? Yes, China. China China China. The police’s behaviour reminded me the 1989 Tiananmen. British government stopped shipping those weapons to Hong Kong. American previous Vice President Joe Biden showed the support to the Hong Kong’s people. Little by little, a light is coming on to the protesters. Still, the liberty is there in Hong Kong.

Last year Japan announced it would leave the IWC. Japan’s member of the IWC failed to convince the other members to support a return to “sustainable” commercial whaling. “Japan is out of step with the international community", Sam Annesley, director at Greenpeace Japan, said in a statement. Japan’s whaling ships have a permit to catch totally 227 whales this year in Japanese waters. The targets are like minke whales, Bryde's whales and sei whales. Last year, until the last March, Japan’s whalers killed 333 minke whales during their final “research” expedition to the Antarctic sea. But, In previous years, Japan’s whalers killed almost 1,000 a year. Last Monday in Kushiro, Hokkaido, five ships left the port for hunting the whales. At the same day, in shimonoseki, Yamaguchi, three whaling boats left the port. Nicola Beynon of Humane Society International said "This is a sad day for whale protection globally," accusing Japan’s act as a "new and shocking era of pirate whaling". Two big anti-whaling country is Australia and England. Somehow, both of them is set no comment. British former PM Teresa May has no power to bring up the criticism to Japan. But, there is a rumour, at the G20 summit last month, Abe convinced AUS PM Scott Morrison to not speak out about whaling. Japan’s fisheries agency invest the biggest budget on whaling. They explains the whales meat is the important resource for its citizens. And secondly they say Japanese has the unique culture of eating the meat. Japanese used to eat whale’s meat “broadly”. There is a subtle meaning between the sentences. I admit ancient Japanese was catching a whale as part of a ceremony. But, people started eating the meat broadly after the WWⅡ. There is a huge time gap between the lines. The supplying of whale meat was higher than the any other meats at a points after the war. Japan wasn’t set up for the other meat products like beef, pork and chicken. Until the imports of the other meat products became stable, the supplying was dependent on the whale meat. The head of the fisheries agency Shigeto Hase commented that he believes the young generation heritage the culture and he also believes the taste is good. I studied the Japanese history in the high school but I’ve never heard the ceremonial culture is important or unique in the history book. In fact, the other country has similar circumstances like Indonesian or coastal Indian. I personally never liked whale meat. It’s simply no good. There is so many delicious seafood around our nation. It’s so weird and sad. Whale is so smart and adorable. It’s so stupid the fisheries agency treat the whale as fish. So embarrassing. I don’t think it’s gonna be successful. I introduce one comment from the Guardian. Patrick Ramage, the director of marine conservation at the International Fund for Animal Welfare, said the resumption of commercial whaling “will not magically increase market demand”. “The palates of the Japanese people have moved on,” Ramage said. “They have lost their yen for whale meat, even as their government has spent billions in taxpayer yen trying to prop up this economic loser. What we are seeing is the beginning of the end of Japanese whaling.” I guess it is true that less news media or mass media accuse Japan compared to the 5 years ago. Japan “prouldly” announced this withdrawal. To me it looks like Japan was abandoned from the IWC, the rest of the country.

People in Hong Kong are frightened by its Government. The controversial extradition bill wasn’t discussed as it was announced by the government. Now, their freedom is threatened. Do you expect this protest lasts as long as 2014 protests? There is a huge conflict between China and Hong Kong. Firstly, the language. When Hong Kong was handed over, Hong Kongese spoke Cantonese which is one of the two biggest Chinese languages. People could tell the Hong Kongese by its language difference from Mandarin Chinese. A Hong Kong student in a university in Melbourne, he said. “Mandarin speaker kind of look down Cantonese speaker” That’s how Hong Kongese feels uncomfortable. Now, you can see the protest everywhere online in English. The generational change caused in a decade. They use established English. I presume Honk Kong obtained a new personality in English. Sooner or later, this conflict should happen. Secondly, democracy. In 1994, the British government handed Hong Kong over its government on condition the democracy and independence remained safe from the Chinese government’s influence. But, the Chinese government’s power eroding Hong Kong’s independence. The government will ban whatever they believe that not good. New extradition bill will threaten the freedom of speech in Hong Kong. About 1 of six Hong Kongese joined the protest, yet the Government didn’t listen to their voice, even worse, they use a weapon to hurt its citizens. The Guardian's editorial said “For China, what is at stake is whether in future the rest of the world will be able to trust it to keep its word. If it breaks its commitment to Hong Kong, where else can it be trusted?” On Wednesday, In Shibuya, Japan, 2,500 people attended the protest against the extradition bill. Japanese Government yet remain silent. U.S, Canada and the British government published a critical comment on that incident. Behind the silence, G20 summit is coming next week in Japan, so far, Chinese president Xi Jinping is attending. The accusing must disgrace Chinese government. I think the Japanese government should make the statement that we have independence between law and government. Oh, mighty, That makes trouble, doesn't it? Our leader tries to change the constitution! He’s gonna make the defence army into troopers. Which government China and Japan have a better government? We can Tweet teddy-bear on Twitter. So, Japan is slightly better in that way. For my personal notes, I just understood the difference between the freedom and liberty by U.S Joe Biden’s tweet “The extraordinary bravery shown by hundreds of thousands in Hong Kong, marching for the civil liberties & autonomy promised by China is inspiring. And the world is watching. All of us must stand in support of democratic principles and freedom.” Yes, people are acting under the civil liberty. According to the guardian ”Media outlets, including the South China Morning Post, public broadcaster Radio Television Hong Kong and pro-Beijing Sing Tao newspaper, reported that Lam will hold a press conference to announce her plans on Saturday afternoon.” Situation is changing everyday. Keep our eye on them. This protest is very important for our future.

Hello every one this is Peter. Thank you for listening Quirky Japanese Podcast. By the way, I’m Japanese Tutor. Teaching Japanese to the mostly Aussies. Some of my students are thinking to settle down in Japan one day. In the future, I’m excited to meet them in Japan. One of my student asked me about living cost. Food, drink, fitness, entertainment, these are cheaper than Melbourne. But, the housing has a different price. In Australia, when you buy a house in suburb, you would buy the land too. When you leave the place, you take the house over to the next. In a suburban place like Niigata, the city office love to give you a house with subsidy. The population of young generation is rapidly decreasing in such a rural area. Often, parents encourage their kids to go a well known university in a big city like Tokyo. After the graduation, a few youth go back to their home town to get a job. There is less opportunity for them. One of my student said ”So much people in the Tokyo, I felt isolated”. So, the urban city is flooded by people. Estimated Population in Tokyo is more than 14 million. The population density of Tokyo is 6,224 people per square kilometer. Look, some of the free range chicken share a square kilometre with 150,000 friends. People in Tokyo use the space only 20 times bigger than the happy chickens. These fact makes me really sad. Because, when I was a uni student, I travelled to the South by the local train. When I was on the train going through the tunnel between Yamaguchi to Fukuoka, I’ve fallen asleep on the old lady’s shoulder. She was completely stranger to me. I had a few idea what she talked. She looked really healthy and happy. This story is unrelated to the previous part, but that was one of my beautiful memory. Anyway, BBC released an article about housing in Tokyo. The man sells the haunted house. As in previously some one suicide or died in that apartment. The price get worse, no one want to live there except youth don’t believe ghost. Behind this story, there is a poverty in the young generation. The company stop providing life-time employment anymore. So called non-regular employment. Anyway it’s part time. Japanese try to say it nicely, but it’s just part time. If you get the real full-time job in Japan, you are extremely lucky. Off course, I believe in ghost. It’s scary. If you have enough money and a stable job, you wouldn’t step forward to the haunted apartment. Imagine you are sleeping in the same room of the suicide. That definitely freaks me out. But, that kind of apartment exists. You can’t ignore the high rate of suicide in Japan. I talk about the blight side of the Japanese housing. I lived in the share house once. That was a half foreigner and half Japanese. We enjoyed the party in the weekend. Welcome the news and farewell the olds. It sounds like a old fashioned, but so much fun. And that was very natural to do that. Almost every one from the overseas comes to Japan, they were very polite and respectful. Off course, there is a exception, but today, I leave it still. What is poverty? Often young people don’t have money at all like me. Save a little money for the cost of living for enjoying the life to do something you like. Go to travel sometime in a while, have dinner with your friend in the weekend and wake up in my room. I’m happy with that quality of life. I’m maybe normal. In Japan, welfare is a hot topic. Last October, the welfare was decreased. Why? Everything getting expensive. Housing, tax, and food. I talked with my friend, he used to work in a hard working company. Usually, he worked 7days in a week. Often stayed at the company’s restroom. However, his salary was lower than the average. I suggested him to accuse the company. I’m sure the compa would pay for the overtime work if he asked. But he was hesitant. I think he felt bad that he resigned the job. Off course he shouldn’t feel that way. But, he was beaten. Apparently, he has depression. He is thinking to get the welfare. The amount of welfare is as high as his previous annual salary in the company. He said ”It’s easy to live without working. Get the money and house with no effort” I am really sorry for him. I called him many times. We talked often when he was really sad. So many people live in poverty. Here in Australia, homeless is a big issue. In an urban area like Sydney and Melbourne, young people are struggling with homelessness. According to the report from the Housing think tank Ahuri, homelessness was increasingly concentrated in the capital cities, particularly Melbourne and Sydney. Last month, 25-year-old Courtney Herron was killed in the Parkville. According to the police investigation, she has no address. She was staying at her friend’s house couches. She had a drag issue. The 27-year-old Henry Richard Hammond is in charge of this murder. He was also living on the road. In Melbourne city, you can see the commission’s building. That is made for the emergency place for the homeless or people live in poverty. This month, the author Ahmed Yusuf walked near Melbourne central and encountered the homeless. He is from WA. Didn’t say why nor how came to Melbourne. He begged him to borrow the cellphone. Yussuf called a crisis hotline on his behalf and was told to contact Launch Housing, a service in inner Melbourne. On calling them, he was told the man was ineligible for a bed because he was already registered to receive services in WA. There is not enough housing for the homeless or people live in poverty. Australia is a great country. Accept so many immigrants and expats. This housing issue is serious and urgent. Courtney Herron’s made my heart broken. She was a hopeful youth. Fallen into drag issue. The immigration is responsible to give them a living place at least. Especially, winter in Melbourne is hard. So cold. This weather killing them.

You know the death penalty still exists in Japan. Following countries as well, America, North Korea, Afghanistan, Malaysia, China, etc, etc. Today, I will share the Death Penalty now and old in Japan. Yeah, it’s heavy, isn’t it? Last week in Osaka, Osaka High Court decided to uphold the death penalty for one old lady. 72-year-old woman, her name is Kakehi Tisako, she killed three men during the relationships. She had money trouble between the victims. Planned to murder them by using cyanide poison. Japan Times says Kakehi was married or associated with more than 10 men and inherited about ¥1 billion. It has been taking more than five years to judge her to the high court. Eventually, this case would be solved in the Supreme Court in the future. Now, Kakehi is 72 years old. As her lawyer, she got dementia. The long year made her mad. The media has been showing how crazy she is. There is the death penalty, the media focus on the judge’s result but not the process. Last year, 6 peoples were sentenced to death from the Aum Shinrikyo cultist. It had been 13 peoples were executed by capital punishment. I kept thinking was that necessary? Seems too much to me. Basically, I have a strong disagreement toward the death penalty. Hanging is out of the question. Most painful and miserable way to send to death. I can’t believe still Japan has crucial circumstances. How about Lethal Injection? Yet, there is no big discussion. It is said, hanging might not finish the life in a second. There is no point to give them pain for the execution. When Aum terrorist attack happened in Japan, people were terrified. 13 people were killed by the chemical weapon. The leader of the group, Asahara was popular. He was even on the TV Show, Japanese mass media entertained him, before the attack. Many young people attended the group seriously. What’s behind that action? A few media faced on their beliefs and principles. But, some of the media laugh it off, even made them foolish. The society executed the members without a proper term of the procedure which clears the good and bad in that incident. What did create the terrorists? Lack of understanding toward the group that misguided by media. Should mass media has the regulation to show the regional group on the public? Each region has each belief. I must say the society had a responsibility to understand them. Need to accept the difference. Not making fun of them. I hate the Japanese mass media. Last year, more than 10 peoples were hanged. This number is higher than the average. How many cases were published? Apart from the well-known criminals, there were a lot of decisions were made outside of your eyes. Here is the case, Hakamada Iwao was released from jail. He spent 47 years under the false charge. His death penalty was stopped by the District Court last year. How crazy is that? The government paying compensation to him for his taken away lifetime. But, yet his case remained on the record after the Supreme Court judged his guilty. in 1980 He was spending the life with the fear of death. Every morning, he heard the footstep of the guard coming to his section, announcing they are hanged. In Japan, the criminals know the execution day on that morning. In America, the execution is announced even a few years before. The announcement should make earlier in Japan. People need to know. And the media have to build the argument. It seems like people ignore the fact of hanging from their life. Nowadays after you are arrested by police, they try to get your confession within 48 hours. In America, that technique was taught in Police school. It is a big problem. In Japan, most of the suspects are prosecuted. It’s higher than the other country’s case. If you get caught, you probably get jailed in Japan. According to Hakamada, the police hit him and treated him as a criminal at first. Even worse, he was at the interview the whole day. This Sunday, the 26 May. U.S. President Trump will visit Japan for three days. Here is the itinerary of the visit. 25th of May, Air Force One will land on the Tokyo with the president and the First Lady then they will go to the Palace Hotel Tokyo straight away. Around that area, a drone is not allowed to be operated during the visit. Next day, Both leaders play golf at Mobara Country Club in Chiba. Trump and Abe are known for the golf player, last time Abe visited Trump’s house, they rounded the course together. This is the Omotenashi for return. I think Abe is crushed on him. He put Trump on the Nobel Peace Prize this year. You are not listening to Fake news. The entire world realized how silly Trump is. But not Japan. After the flattery golf, two of them head off to Ryogoku Arena where May’s Sumo tournament goes. 26th is the final day. So far, three wrestlers(Kakuryu, Totinoshin, and Asanoyama) are on the top list of the championship. There are two issues, sumo association is seriously concerned. Can’t bring a tea for the security issue. The teapot can be dangerous. Traditionally, a tea-server comes to your place for offering tea. He wears a uniform, works for the place a long time. Harmless! He must be disappointed that not serving the tea for the big day. Trump is known for martial arts fan. So, he will watch the match in the Arena seat called Masu Seki close to the field. There is the VIP seat apart from Arena above the Masu Seki. The other issue is, Trump sits on the chair, not the traditional cushion. Today, I will share the news about “egg throwing”. When I came to Australia the first time, I heard, every year, high school students throw an egg to an Asian from the car during the school’s graduation holiday. Some people say it’s true, some don’t. I’ve never seen such an act on the street. It might be superstitious. But people throw the egg. Look back the history. It is known for “Bush dodging shoe”. After 9/11, U.S. president George W Bush was at the conference with Iraq Prime Minister Nouri al Maliki. The journalist Muntadhar Al Zaidi throw his both shoe to the president Bush. He answered in the interview by the Real News “I’m a man of peace, not a man of war, I was exposing the occupation with my pen, however, I didn’t think my pen was reaching the world.” As a consequence of the act, that made people think why the young journalist risked his life to resist the government. Here is another case, so far my favorite politician Arnold Schwarzenegger, who got an egg on the shoulder while walking out to give a speech during his special-election run to replace Gray Davis as governor of California in 2003. His supporters touched him during walking. In a few seconds, he took off the jacket and stepped on the stage. After the speech, Arnie cracked a joke. “This guy owes me bacon now. Because there’s no two ways about it. You can’t just have eggs without bacon.” Love it, Arnie. He stated one more important point. “This is just all part of the free speech. It’s great to see this people here screaming out. Imagine you are in some communist state or some dictatorship, you couldn’t do that. This is why I love this country. Freedom of speech that’s what creates the ultimate democracy. Back here in Australia, last month, the teenager interrupted a press conference by the independent Queensland senator Fraser Anning, who had blamed the terrorist attack on Muslim immigration, by cracking an egg on the politician’s head. Then, Fraser Anning hit the boy’s face, He was knocked down on the floor. Anning’s supporter has been charged with assault for allegedly kicking the boy. In the Interview, he explained his act. “After that tragedy in Christchurch. The world should be supporting all those victims with giving them love and passion. The senator released a statement which was pretty much divisive hate speech, blaming the victims for the attack. And I was just flat-out disgusted.” Egg boy got many support world widely. Got NBA Player Ben Simon’s basketball shoes. Lifetime of supply beer in Canada. Egg Boy founding made a big money for the victims of the Christchurch. If I had any chance to plank One Nation’s senator, I would. Here is Fraser Anning’s comment. “Real cause of bloodshed on New Zealand streets today is the immigration program which allowed Muslim fanatics to migrate to New Zealand in the first place...Muslims may have been the victims today, usually, they are the perpetrator” This guy has a real issue. They don’t want to leave their country. They were exiled by cause which Iraq war occurred. Think about it. But, the Australian government may have made some problem toward Muslim society. How about Manus Island? When Sharrouf’s children are back? Yesterday, a young woman attempted throwing an egg on PM Scott Morison’s head. But failed. She told to the reporter “[He]Desrved it” This incident reminds you the Egg Boy, but how could she throw the egg to Scott Morison? One lady was slipped on the floor at that time and Scott Morison helped her to stand and cheer her up. His policy might irritate some people but he is not a hateful person. Today, I'm ready to share the column. Usually, I share the news, but today is exceptional. There is no major difference between Column and Blog. I may say the following issue should be taken over to the next generation. Comfort Woman is the most hesitant and complicated topic. The Japanese government founded the foundation in Korea to support former victims of wartime sexual slavery. Last November, South Korea announced the desolvation from that foundation. South Korea said the foundation didn't sufficiently reflect the opinions of the women. In announcing the decision, Seoul's ministry of gender equality and family, which managed the foundation, said: "We will try our best in setting up policies to recover the honor and dignity of the victims. I think it's fair enough. As you know, people are protesting for the victims. South Korean people are offended when the Japanese Government offers apologies and money. Japanese has kept defending the subject from the critical opinions that point out the subtle survey of government's institution. TBS Radio's program "Session 22" interviewed Yoshiaki Harada the former leader of the international information inquisition. The LDP organized the group which is very defended of their opinion. The interview shows the LDP's policy very well. And I found this political party stands by side of revisionism. The issue is: Military forced the comfort women. Under the name of "Japan–Korea Treaty of 1910" Japanese government started colonizing Korea. Built a parliament and summoned politicians. Banned the anti-government demonstrations and send the military police scaring people. Historian says 200,000 women were forced or tricked into working in military brothels between 1932 and 1945. 1993, Kono-statement was published by Chief Cabinet Secretary Yōhei Kōno. "The then Japanese military was, directly or indirectly, involved in the establishment and management of the comfort stations" "The recruitment of the comfort women was conducted mainly by private recruiters who acted in response to the request of the military." "In many cases, they were recruited against their own will, through coaxing, coercion, etc." "At times, administrative/military personnel directly took part in the recruitments." "They lived in misery at comfort stations under a coercive atmosphere." At the moment, only 27 of the victims were alive, out of 240 who were registered with the South Korean government. Whole world's eyes focused on the victims. New victims were found, more testimonies were revealed. 2015, an agreement was made between Japan's prime minister Abe and previous Koren's president Park Geun-hye. The victim's family and many citizens complained about that agreement. More than 80 statues of comfort women were built all over the world so far. Japan contributed about US9m to establish the foundation. About US$3.9m has been paid to 34 surviving victims and 58 families of deceased victims according to South Korea's Yonhap news. But the Japanese Government didn't show any counter-evidence: Military forced the comfort women. And the victims are yet to be confirmed as a comfort woman. Today in Japan, people are on the Golden Week which provides 10days off this year. And today is the last day as Heisei era. Tomorrow, people spend the day in the new era. A record 237 women won seats in 41 prefectural assemblies as part of nationwide unified local elections on April 7, an increase from 207 compared with four years ago. The ruling Liberal Democratic Party won more than half of the 2,277 seats. Only 55 candidates are female. End up 41 candidates won the race. Last year, "gender equality in the political field" was activated. All parties meant to prepare equal numbers of female candidates as big as male candidates. Look at the main parties, only the Japanese Communist Party had 111 females which is 46% of their all candidates. While women from a range of backgrounds won seats in the latest elections, more than 150 female candidates were unsuccessful in their bids. Female winners accounted for 10.4 percent of the total. This number wouldn't be changed if LDP party keep their male candidates on the next assemblies again. Japan is known for the two-big party system. Main Opposition Party is Constitutional Democratic Party which produced 29 female members. CDP's power is quite small, You can't expect a big change. Actually, we are a multi-party system. The second biggest ruling party, New Komeito which often relate to Soka Gakkai. This party has set 477 female candidates on the assemblies. As a result, only 14 candidates were elected. There is a big problem behind such a small number of 237 women out of 2,277 candidates. First of all, LDP is male dominant party. Only 1 woman join Abe's ministry. Here is an ungrateful number by CNN. Japan came 165th out of 193 countries listed in the Inter-Parliamentary Union (IPU) study.
