Notably in Spanish-speaking Caribbean areas, the cradle of countless musical traditions. From raptor house born in the barrios of Caracas, in Venezuela, to tracks inspired by Colombia’s North Coast’s picó culture : how do electronic music producers create new sounds while keeping true to their roots and identity? 10 years is a long time in community radio and almost a lifetime in Seoul’s rapidly changing niche electronic music neighbourhood of Itaewon. To celebrate their milestone in a meta/fun way, this year SCR created a board game storifying their own experiences growing up as an independent music entity in this unique environment since 2016. Here, SCR Co-founders Rich SCR and DJ Bowlcut and special guests take you on a playable tour of the game and relive the real-stories from a decade in the Seoul underground that inspired it.

Organising a festival has never been easy, but in a live music landscape that has become not only crowded and highly competitive, but also increasingly dominated by large private groups and investment funds, the task has grown exponentially more complex — particularly for those seeking to preserve their independence. These challenges are compounded by the multiplication of conflicts and the rise of imperialism across the world, making the situation even more fragile. This discussion addresses these issues head-on, bringing together a diverse panel of independent festival organisers. They will share their experiences on how they have managed to build and sustain their projects, and endure at a time when competition for funding, talent and audience attention is shaped by profit-driven actors—often better resourced, better connected, and less inclined to depart from dominant cultural standards. In 2026, more than 200 European music festivals are owned by just four major groups. This striking figure was revealed in a recent study published by the European networks Reset! and Live DMA, highlighting two maps produced by researcher Matthieu Barreira. In Canada, a similar trend is unfolding, with one major player—Live Nation—accused of establishing a monopoly in the music sector through the acquisition of venues and cultural infrastructure. A recent episode of Enquête on Radio-Canada has shed light on this development, notably giving a voice to the Canadian network of independent festivals, Le REFRAIN, which is seeking to alert decision-makers and the public to the effects of the growing dominance of a “live entertainment multinational valued at $50 billion on the stock market”, accused of having established a monopoly in the United States by being present at every stage of live music events. By offering a comparative perspective on the situation in Canada and Europe, this discussion aims to build bridges between the two continents and explore possible courses of action to address a trend that poses a growing threat to the diversity of today’s music scene. Partout dans le monde, lorsqu’ils arrivent au pouvoir, les régimes autoritaires s’en prennent systématiquement et méthodiquement aux mêmes types d’organisations. Médias, associations, structures culturelles et universités deviennent les cibles de ces gouvernements qui cherchent à imposer leur récit réactionnaire et nationaliste. Dans le contexte de cette bataille culturelle et de ces assauts répétés contre l’indépendance, plusieurs stratégies sont mobilisées par les gouvernements souhaitant mettre au pas la société civile de leur pays. Délégitimation, suppression de financements, limogeages de directions, criminalisation d’associations : les attaques se répliquent d’un pays à l’autre. Ces schémas seront partagés à l’occasion de cet échange lors duquel l’artiste iranienne Hura Mirshekari évoquera la situation pour les artistes dans son pays natal. Collectifs, syndicats, réseaux européens, coalitions : les alliances prennent aujourd’hui différentes formes dans le monde de la culture. Ces connexions, établies à des échelles géographiques ou sectorielles variées, sont aujourd’hui essentielles pour préserver la diversité culturelle. C’est notamment le cas au sein de la scène musicale indépendante, confrontée à une concentration capitalistique croissante des festivals et des lieux. Cette concentration est aussi à l'œuvre dans le milieu de l’édition et pousse des éditeur·ices à se réunir dans des initiatives collectives. Les réseaux européens et canadiens sont, de la même manière, incités à nouer des liens, à l’heure du réveil de l’impérialisme états-unien qui menace leur indépendance respective. En Europe, ces solidarités se renforcent entre des structures culturelles ciblées par des régimes autoritaires désireux d’imposer leur récit. A troubling trend is taking root across Europe. Inspired by a 2012 Russian law, several authoritarian regimes are now experimenting with so-called "foreign agent laws." In Russia, this legislation has severely weakened political opposition, civil society, and independent media. It asks organisations receiving more than 20% of their funding from abroad to register with the authorities as “foreign agents.” In his report Foreign Agent Laws: A Worrying Trend, Christian Holland notes that “The European Court of Human Rights (ECHR) has ruled that the archetypal foreign agent law violates fundamental rights and exhibits the “hallmarks of totalitarianism”, imposing punitive sanctions on NGOs and curtailing journalists’ ability to participate in public life.” In Georgia, a similar law was introduced in 2023 but was withdrawn after significant public and media resistance—only to be passed by the pro-Russian government in May 2024. Other countries are following. In May 2025, an EU member—Viktor Orbán’s Hungary—considered adopting such a law. Though it has been postponed, the threat still looms over the survival of Hungarian independent media. So, how can we resist the interference of regimes seeking to suppress independent journalism? Can pan-European solidarity movements and networks help push back against these authoritarian measures? And what lessons can be drawn from media organisations already operating under foreign agent laws—so we can better prepare for what may come? Artificial intelligence poses significant challenges to media independence through its dual role in content moderation and curation. Increasingly, content moderation on major platforms is handled by AI-driven systems, which are prone to errors and often shaped by commercial or political interests rather than journalistic or democratic values. This not only risks unjust censorship but also opens the door to AI-powered harassment campaigns against journalists, contributing to rising levels of self-censorship. At the same time, a handful of internet intermediaries, guided by profit rather than public interest, control the curation, distribution, and monetisation of news. AI systems tailor content to users based on surveillance of their online behaviour, reinforcing echo chambers and filter bubbles. This undermines access to diverse, high-quality information and shifts media consumption towards personalised, market-driven experiences, to the detriment of informed public debate. Perhaps more than ever, independent media are being challenged to rethink how they sustain themselves. Traditional revenue streams continue to weaken under growing market pressures and the consolidation of media ownership concentration. Public funding mechanisms, meanwhile, often remain outdated and poorly adapted to the realities of independent and multimedia formats. Participatory models have provided important alternatives, but they too are reaching their limits. The question now is: what new forms of support can help independent voices thrive? How can communities be more effectively engaged in fundraising, decision-making, and shared responsibility? This panel will explore creative pathways for ethical investment, cooperative ecosystems, and new models of solidarity that can secure the long-term future of independent media and cultural structures across Europe. How do emerging technologies reshape the landscape of journalism in contexts of extreme violence? On the one hand, open-source tools, satellite imagery, and digital platforms have enabled unprecedented documentation and investigation of events in Gaza, offering new ways to expose truths and challenge dominant narratives, silences, and denials. Yet, these same technologies—surveillance systems, AI-driven targeting, algorithmic bias, and the weaponisation of social media—have facilitated mass violence, censorship, and disinformation, accelerating a genocide against Palestinians.While Gazan journalists are being killed by the Israeli army, and international journalists are being deny their right to cover the strip, how can technology be used to investigate, do justice for lost Gazan journalists, and make Israel accountable? This is about interrogating this double-edged role of technology: as both a tool for accountability and a mechanism of oppression. In Slovakia, the new Minister of Culture Martina Šimkovičová recently announced the cessation of funding to cultural organisations offering spaces for expression to queer cultures, such as the Kunsthalle in Bratislava. A member of the Slovak People’s Party that came to power in October 2023, the Minister embodies the drifts of the government of Robert Fico, openly homophobic and pro-Russian. In Italy, the national-conservative right-wing government is also investing in the cultural sphere, with its Minister of Culture Gennaro Sangiuliano calling for the development of a ‘new Italian imaginary.’ Also in the crosshairs of Giorgia Meloni: public broadcasting, which she seeks to control entirely in the cultural war she has initiated since her election. In Hungary, Viktor Orbán’s illiberal drifts against the cultural landscape are more extensively documented, including the gradual extinction of independent media, repeated attacks against minorities, or the glorification of a national cultural narrative—Hungary being the European Union country proportionally allocating the highest percentage of its GDP to culture, as highlighted by the French author Antoine Pecqueur. Faced with these declarations of war against independent cultural scenes, how can resistance be expressed? In Budapest, actors from the artistic sector or young activists like Lili Pankotai lead the charge and raise awareness about the abuses of power in place. In Slovakia, networks of independent venues such as Anténa sound the alarm. The European network Reset! also aligns with this momentum and intends to offer a platform in support of these alternatives. What is the role of sound in archiving disappearing spaces? WonderCabinet, the creative hub hosting Radio Alhara on the hills of Palestine, sought to answer this question through its annual residency, Sound of Spaces. The residency’s first edition focused on capturing the sonic essence of the Cremisan Valley, the last green space surrounding Bethlehem, soon to be annexed by Israel as part of its ongoing settler-colonial project. In response, sonic artists, artisans, designers, visual artists, and the nuns at the Cremisan monastery, to create a repository of sounds that potentially speaks to the spirits of other environments, landscapes, both close by and on the other side of the world. Behind this initiative stands the same visionary team behind Radio Alhara, the iconic Bethlehem-based webradio, which will take over the radio booth of Nuits Sonores Lab for an exceptional six-hour broadcast. Navigating similar themes, Yousef and Elias Anastas will weave together discussions, listening sessions, and DJ sets to explore the importance of cultural production as a fundamental part of Palestinian resistance to settler-colonialism. It will highlight initiatives that transform sound into a living archive of place and identity, using sonic narratives to reflect on displacement, memory, and resilience. Through this takeover, Radio Alhara will reaffirm its commitment to collective listening and exchange, carving out a space for sonic exploration, storytelling, and artistic defiance. Lancée en octobre 2023, l’initiative Réinventer la Nuit réunit artistes et associations militantes (Consentis & Au-delà du club) afin de créer un réseau d’entraide et d’outils dédiés à la lutte contre les violences sexistes et discriminatoires dans l’industrie musicale et les milieux festifs. Pour sortir de l’isolement face à ces violences, des cercles de parole mensuels dédiés aux DJs et professionnelles sexisées (femmes cis, personnes trans et non binaires) sont organisés au Point Éphémère (Paris) depuis plus d’un an. Ces cercles ont été pensés comme un outil politique de soin et d’empouvoirement afin de briser le cercle vicieux du silence et de l’isolement. Wherever far-right regimes come to power in Europe, their primary target is the media independence. This is evident in Slovakia, where a public audiovisual law threatens to turn public radio and television, RTVS, into a tool for “propaganda.” In Hungary, approximately 500 national and local media outlets have been consolidated into a foundation aimed at “promoting Hungarian national consciousness,” under the aegis of Viktor Orbán. In Italy, the government no longer hides its interference in controlling public media’s directions. Week by week, such examples are multiplying, from the West to the East of the continent. This situation highlights the chronic fragility of independent and public service media ecosystems. While the European Union is legislating on these issues, as seen with the adoption of the Media Freedom Act, is it already too late? How are independent media impacted by these regimes coming to power? And how are they fighting against these trends? The digital scene is no exception to the strong concentration observed in the media landscape. Once a space of diverse opinions, the internet is now deeply influenced by Tech Giants, who, through major acquisitions, wield considerable power over key platforms of democratic discourse (for example, Twitter, which has become X). Technology has become an instrument of power and sovereignty, creating a new dimension in international relations. Technological races, particularly between China and the United States, shape the contours of this new hegemony, where the possession and control of technological advancements equate to power. This is now known as the ‘splinternet’: a concept that considers the global internet, once seen as a utopia for democracy at its inception, is giving rise to the formation of distinct ideological blocs guided by specific political and ideological interests. These blocs are recreated online thanks to algorithms which limit the free diffusion of information. By creating information bubbles based on a little research, the audience – and in consequence media and journalists – finds itself locked into a spiral of similar news – or fake news. How can we keep online democratic discourse free from ideological interests? What is cyber-skepticism? Taking part in the conversation will be Ukrainian cultural scene representatives Tanya Voytko and Nastya Zamorska, and Odesa-based artist undo despot, who will join in via a video call. Basing on personal experience of the speakers, this talk will concern the Ukrainian music scene in particular. After more than a year of the Russian full-scale invasion, it still proves to be challenging to find ways of supporting those who remain in Ukraine by need or by choice. Created with the artist Nastia, an iconic figure of the Ukrainian electronic scene, this exchange focuses on how alternative artistic scenes, particularly the club culture in Ukraine, have mobilized since February 24, 2022. More than a year after the start of Russia's massive invasion of the country, multiple solidarity networks continue to operate throughout Ukraine. The youth have found ways to keep dancing, clubs continue to operate, community radios continue to broadcast music from local DJs, and artists continue to create. This situation demonstrates the strength of a people, their courage and positivity despite adversity. By showing how many actors in Ukrainian society are taking part in the current war effort, this discussion aims to understand how a Ukrainian collective imagination is shaped, motivated by the refusal of any form of fatalism. From 12 to 16 October, European Lab invited the festival-goers of Nuits sonores Brussels to take part in five days of talks and debates. On this occasion, European Lab turned into a Media Lab, with the support of the network of indepedent media Sphera Network, and gave a voice to a new generation of actors who are shaping up new narratives, formats and models in the European media landscape. The role of the Ukrainian electronic scene in time of war was also addressed, as well as the issue of the inclusion of artists with disabilities within independent cultural structures.
